Resumo(s): | Esta dissertação procura saber se a energia (hidrocarbonetos) é compreendida não
meramente como uma questão económica mas também como um problema
securitário considerando os riscos ao nível do controlo soberano dos recursos, do
território e da integridade nacional do país face a países estrangeiros.
A aplicação do quadro teórico da Escola de Copenhaga justifica-se para
compreender um fenómeno que se enquadra no contexto do alargamento da agenda
da segurança – a securitização da energia decorre de um conceito multissectorial da
segurança. A este nível é importante analisar o speech act pelos atores
securitizadores, isto é, por atores com autoridade e visibilidade. O presente estudo
incide sobre o ator estadual e, mais especificamente, sobre Timor-Leste. O
problema mais urgente e crucial é a dominação dos hidrocarbonetos no mar de
Timor pela Austrália. A atuação da Austrália constitui um enorme desafio para o
Estado Timorense ao nível não só económico mas também da integridade territorial
e da segurança de energia.
O recurso dos hidrocarbonetos no Mar de Timor, para além de desenvolver o bemestar
do povo e garantir a sobrevivência do país, é valioso para a soberania
nacional e para integridade territorial do Estado. Adicionalmente é fundamental
para o futuro da segurança energética nacional. A maneira de garantir o futuro da
segurança energética do país passa por tratar o assunto como importante e urgente.
Uma política de segurança energética (hidrocarbonetos) adequada pode ser um
investimento valioso no desenvolvimento da economia nacional.
Uma estratégia que assegure as receitas do recurso dos hidrocarbonetos poderá
permitir: a construção de infraestruturas, a criação de emprego e o
desenvolvimento dos recursos humanos, no que toca à área petrolífera e da
geologia. Em suma, a securitização dos hidrocarbonetos é uma meta nacional tendo
em vista o desenvolvimento de Timor no sentido de se tornar um país de
rendimento económico médio, contribuindo para o bem-estar dos povos bem como
para o fornecimento de energia a preços acessíveis e de forma contínua. This dissertation seeks to determine as to whether the energy (hydrocarbons) is understood not merely as an economic issue but also as a securitisation problem, thereby considering the risks at the level of the sovereign control of resources, of the territory and the national integrity of the country in its relationship with other countries. It resorts to the theoretical framework of the Copenhagen School endeavouring to shed light upon a phenomenon within the context of the enlargement of the security agenda – the securitisation of energy stems from a multi-sectoral concept of security. Hence, it is important to analyse the speech act by the securitising actors, i.e. by actors with authority and visibility. The scope of the present study focuses upon the State actor and, more specifically, about East Timor. The most urgent and crucial problem is the Australia’s control over the hydrocarbons in the Timor Sea. Indeed, the Australia's dominating presence constitutes an enormous challenge to the Timorese State, not only at its economic level but also at its territorial integrity and energy security levels In addition to developing the welfare of the people and ensuring the survival of the country, the hydrocarbons in the Timor Sea is a valuable resource to the national sovereignty and territorial integrity of the State. Furthermore, it is deemed utterly crucial for the future of national energy security. In this light, the future of energy security of the country needs further measures and thus be addressed as an extremely important and urgent matter. An adequate policy of energy security (hydrocarbons) should be viewed as a valuable investment for the development of the national economy. A strategy that ensures that hydrocarbons’ revenues may enable the country to steer: the construction of infrastructure, job creation and human resources development, with regard to its oil and geology related fields. In short, the hydrocarbons’ securitisation should be a national compromise and priority in view of the development of East Timor whilst stimulating its overall economic income, contributing to the welfare of people as well as ensuring a sustained provision of affordable energy. |
