Contributos para a reabilitação sustentável do parque habitacional edificado

Abstract

A reabilitação dos edifícios, em especial do parque habitacional existente, constitui uma área com enorme potencial de intervenção e com grande relevância nas cidades, como caminho subjacente aos objetivos das atuais estratégias traçadas ao nível das políticas nacionais, na procura de um funcionamento mais harmonioso e sustentável das cidades e a garantia, para todos, de uma habitação condigna. A constatação desta necessidade leva à procura de diretrizes para a reabilitação, onde impere a integração dos princípios de sustentabilidade, capazes de garantir a melhoria das condições de habitabilidade e de desempenho dos edifícios, e consequentemente do ambiente urbano. Com este estudo pretende-se apresentar um contributo para a reabilitação sustentável das habitações existentes, pela procura das melhores práticas e soluções de reabilitação sustentáveis, que valorizem o equilíbrio entre benefícios ambientais e económicos, orientadas às necessidades dos utilizadores, tendo por base a adaptação dos critérios definidos na metodologia de avaliação e certificação da sustentabilidade de edifícios SBTool Pt -H. Partindo da análise de casos de estudo, de edifícios de habitação existentes em utilização, objeto de obras de reabilitação, e da quantificação do desempenho ao nível de cada indicador e parâmetro definidos na ferramenta SBTool Pt-H para os edifícios novos, intenta dar uma visão dos benefícios e barreiras encontrados na implementação de práticas de reabilitação sustentáveis concorrentes para a melhoria do desempenho dos edifícios, ao nível das diferentes categorias, identificando as áreas que devem ser objeto de melhorias e apontando novos parâmetros de avaliação ao nível dos diferentes indicadores, bem como estabelecendo novos valores para as práticas convencionais e melhores práticas aplicáveis na reabilitação de edifícios. Em paralelo, pretende-se sensibilizar os diferentes intervenientes no processo, para a importância da inclusão dos princípios de sustentabilidade em obras de reabilitação, e contribuir para a criação de instrumentos de apoio à decisão fundamentados na avaliação das construções existentes ao nível do seu desempenho em termos de sustentabilidade, demonstrando que a através de práticas de construção responsáveis, é possível obter ganhos imediatos e visíveis.

The refurbishment of buildings, in particular of the existing housing stock, is an area with huge potential for intervention. It is hugely relevant to Portuguese cities. The underlying objectives of current path strategies are drawn up at the level of national policies, in search of a more harmonious and sustainable urban function, which should guarantee everyone decent housing. The realization of this need stimulates the search for guidelines for modernization. These plans include high integration of the principles of sustainability, the ability to guarantee the improvement of the living conditions and performance of buildings, with the consequent likelihood that the urban environment will be improved. This study is intends to provide a contribution to the sustainable refurbishment of existing housing. We must seek the best practices and sustainable modernization, and value the balance between environmental and economic benefits. These improvements should be targeted to the needs of users, based on the adaptation of the criteria set out in the methodology of evaluation and certification of the sustainability of buildings [SBTool]. This paper starts with the analysis of case studies, existing housing buildings in use, works rehabilitation object, and the quantification of the performance level of each indicator and parameter defined in SBTool tool for new buildings. I intend to provide an overview of the benefits and barriers encountered in implementing sustainable modernization practices competing for improving the performance of buildings at the level of various categories. Also, I shall identify the areas that should be subject to improvements and point out new parameters for evaluating the level of the different indicators. In addition, the study will examine setting new values for conventional and best practices applied in the refurbishment of buildings. In parallel, the aim is to sensitize the different factors in the process. The importance of including the principles of sustainability in refurbishment works is vital. This contributes to the creation of decision support tools, based on the evaluation of the existing constructions, to the level of their performance in terms of sustainability. By demonstrating these responsible building practices, it is possible to obtain improvements which are immediate and visible.
