Barreiras multiformes e actividades desenvolvidas no Complexo de Lomar, em Braga : contributos para a inclusão social

Abstract

Este trabalho enquadra-se na área da Geografia Social e apresenta a problemática das pessoas portadoras com deficiência em instituições de ensino especial e das potenciais barreiras que nelas existem, e ainda o contributo das instituições para a inclusão social. A questão que se coloca é: serão as instituições de ensino especial um beneficio para a inclusão social? Ou por outro lado, levam ainda mais à segregação da sociedade no que diz respeito à mentalidade que esta tem do cidadão portador de deficiência? Que tipo de barreiras podem surgir para a pessoa portadora de deficiência, neste tipo de instituição? Será a normalização do ensino uma forma de resposta? Considerando estas questões às quais se pretende responder analisou-se uma instituição de ensino especial, nomeadamente, a Associação Portuguesa de Pais e Amigos do Deficiente Mental de Braga, tendo como caso específico o complexo de Lomar. Foram efectuados inquéritos por entrevista semi-estruturada à direcção e aos técnicos especializados do complexo, e foi ainda realizado um levantamento das barreiras arquitectónicas. Os resultados revelam que existem duas versões dos factos: por um lado, as instituições de ensino especial são uma mais-valia, dado a pessoa portadora de deficiência desenvolver as suas capacidades conforme as suas necessidades, procurando o bem-estar das mesmas. Ao permanecerem na instituição, o envolvimento com a comunidade é menor e o hábito de trabalharmos ou de vermos uma pessoa portadora de deficiência na rua é mais escasso. Geralmente, os portadores de deficiência profunda tornam-se dependentes das rotinas da instituição e não se adaptam no exterior. Por outro lado, as instituições de ensino especial podem ser consideradas como uma ponte para a integração destas pessoas na sociedade.

This essay is placed in the field of Social Geography and presents a problematic about people with disabilities in special institutions of special education and potentials barriers about them, and also the contribution of institutions for social inclusion. I intend to answer this question: would be the special institutions of special education an advantage for social inclusion? Or by other hand, could increase the segregation of society in matters of mentality that she may have about the citizen with disability? What kind of barriers could emerge for people with disability, in this kind of institution? Would be normalization of the education a way to answer? Regarding these questions that I pretend to answer, I made a analyze of a institution of special education, that is, the Parents and Friends of Mental Disability Portuguese Association in Braga, more specifically the complex of Lomar. There were made inquiries by interviews half-structured to the direction and to the specialized technical of the complex, and also a survey about the architectures barriers. The results revealed that there are two versions of the facts: by one hand, the special education’ institutions increase their value, which people with disability develop their capability according to their necessities, looking for their welfare. With the permanence in the institution, the contact with the community is lower and the habitude of working or seeing a disabled person in the streets is very slim. Generally, the people with disability became more dependent of their routine in the institution and do not adapt to the outside. By the other hand, the institutions of special education could be reputed by being some sort of a bridge to integrate this people in the society.
