Resumo(s): | A pesquisa problematizou a influência das políticas educacionais de regulação na gestão
do trabalho pedagógico dos professores do campo. Objetivou estabelecer a relação entre as
políticas educativas conservadoras, gerencialistas, e seus mecanismos e dispositivos de
regulação na gestão do trabalho pedagógico; analisar e compreender como as políticas
educacionais, em suas diferentes formas de regulação, têm influenciado na gestão e organização
do trabalho pedagógico dos professores do campo; identificar as estratégias utilizadas pelos
professores do campo para superar os limites dessa regulação e construir práticas pedagógicas
mais orientadas pela perspectiva da Educação do Campo; analisar se as políticas educacionais
de regulação tem comprometido e efetivação do Projeto Político-Pedagógico da Educação do
Campo no cotidiano das escolas investigadas. Assim, aspirou investigar as seguintes questões:
As políticas educacionais têm regulado a gestão do trabalho pedagógico dos professores que
atuam nas escolas do campo? As políticas educacionais de regulação têm comprometido a
efetivação do Projeto Político-Pedagógico da Educação do Campo no cotidiano das escolas?
Como os professores do campo têm ressignificado essas políticas de regulação no interior da
escola no sentido de construírem práticas pedagógicas orientadas pela perspectiva da Educação
do Campo?
Metodologicamente, constituiu-se num Estudo de Caso qualitativo. Teve como universo
de pesquisa um Núcleo de Escolas do Campo que integra o Sistema de Municipal de Ensino de
um dos municípios do Estado da Bahia-Brasil. Como sujeitos participaram dessa investigação
oito professores do referido Núcleo e uma turma de alunos do 5º Ano do Ensino Fundamental da
escola do Núcleo escolhida para observação in loco. Como procedimentos para o levantamento
de dados, foram utilizados a pesquisa bibliográfica, a pesquisa documental e a pesquisa de
campo; e foram empregadas as seguintes técnicas de pesquisa: observação, aplicação de
questionário, realização de entrevistas semiestruturada, grupo focal e técnica de representação
por desenho.
Os dados de campo evidenciam que as políticas educacionais têm promovido diferentes
processos de regulação no interior da escola do campo. Revelam que os professores estão sob
influência de diferentes políticas, formas, níveis e fontes de regulação educacional. Apontam
também que os professores do campo exercem um trabalho difícil e solitário e são submetidos a processos de regulação da gestão do trabalho pedagógico a partir de alguns mecanismos como:
o Índice Guia, instrumento de avaliação externa implantado pelo Sistema Municipal de Ensino
em estudo; as avaliações externas nacionais (ANA, Prova Brasil e Provinha Brasil, Ideb), currículo
e formação. Foi identificada também uma regulação de cunho profissional e um sentimento de
auto-responsabilização dos alunos pelo desempenho das avaliações externas, em virtude da
vinculação dos resultados dessas avaliações no financiamento e recursos destinados à unidade
escolar, reforçado por algumas práticas no interior da escola como os treinamentos e simulados.
Evidenciou-se a existência de muitas práticas de cobrança e culpabilização do professor pelo
desempenho dos alunos, o que gera a intensificação do trabalho docente. Não é ofertado aos
professores suporte pedagógico e condições de trabalho para que eles consigam atender as
exigências da regulação por resultados, contribuindo para a precarização do trabalho docente.
Há uma valorização muito grande dos saberes dos especialistas em detrimento dos saberes
docentes, promovendo a divisão social do trabalho no interior da escola, reduzindo o professor
ao papel de um executor de tarefas. Os dados também trouxeram elementos para pensar a
influência e rebatimentos dos processos de regulação na autonomia docente, na questão da
qualidade da educação e nos processos de intensificação e precarização do trabalho docente,
como também na efetivação do Projeto Político Pedagógico da Educação do Campo no chão das
escolas.
Por fim, a pesquisa apontou que o processo de regulação da gestão do trabalho dos
professores do campo é múltiplo e compósito, os professores buscam atender as orientações
das políticas educacionais, como também constroem mecanismos de regulação própria,
ressignificando a regulação institucional de modo que dê conta das especificidades, dinâmicas e
realidade dos alunos e da escola, fenômeno aqui denominado regulação entre pares, atuando na
ressiginificação da regulação de nível macro e meso (MEC/SECs), no nível micro (a escola). A
forma e a intensidade da regulação depende de como a gestão local dinamiza essas políticas no
interior da escola. Embora os professores construam espaços de resistência e estratégias de
ressignificação à regulação das políticas educacionais, sua subjetividade é afetada e cooptada
fazendo com que eles assumam as lógicas da performatividade e auto-responsabilização frente à
regulação com foco em resultados, o que tem comprometido a efetivação da Educação do
Campo no interior da escola investigada.
Assim, a pesquisa traz contribuições para se pensar como o Projeto Político Pedagógico
poderá contrapor a lógica dessas políticas no interior da escola a partir da gestão de um trabalho
pedagógico no qual a educação transcenda a perspectiva do conhecimento-regulação para o
conhecimento-emancipação e construir práticas pedagógicas que respondam pela Educação do
Campo como um projeto e paradigma de sociedade da classe trabalhadora do campo, que tem
como pressuposto central um modelo de desenvolvimento de agricultura que assegure a
manutenção da vida e da cultura dos povos do campo, a partir da garantia de direitos
fundamentais como a terra e uma educação contextualizada. The research problematized the influence of educational policies of regulation in the management of the pedagogical work of rural teachers. It aimed to establish the relationship between conservative educational policies, managerialist, and their mechanisms for regulating the management of pedagogical work; to analyze and understand how educational policies, in their different forms of regulation, have influenced the management and organization of the pedagogical work of rural teachers; to identify the strategies used by the rural teachers to overcome the limits of this regulation and to construct pedagogical practices more oriented by the Rural Education perspective; to analyze if the educational policies of regulation have compromised the implementation of the Political Pedagogical Project of the Rural Education in the daily life of the investigated schools. Thus, this study aspired to investigate the following questions: Have educational policies regulated the management of the pedagogical work of teachers working in rural schools? Have educational policies of regulation compromised the implementation of the Political Pedagogical Project of the Rural Education in the daily life of schools? How have rural teachers re-defined these policies of regulation within the school in order to construct pedagogical practices guided by the Rural Education perspective? Methodologically, it constituted a qualitative Case Study. It had as research universe a Nucleus of Rural Schools that integrates the Municipal System of Education of one of the municipalities of the State of Bahia-Brazil. The research subjects are eight teachers and a group of 5th-grade students of Primary School of one of the schools chosen for in situ observation. Bibliographic, documentary and field research were used for the data collection; and the following research techniques were used: observation, questionnaire, semi-structured interviews, focus group and drawing technique. The data gathered in the field show that educational policies have promoted different regulation processes within the rural school. They reveal that teachers are under the influence of different policies, forms, levels and sources of educational regulation. They also point out that the rural teachers work hard and solitarily and are submitted to regulation processes of pedagogical work management from some mechanisms such as: the Índice Guia, external evaluation instrument implemented by the Municipal System of Education under study; the national external evaluations (ANA, Prova Brasil and Provinha Brasil, IDEB), curriculum and training. It was also identified a professional regulation and a feeling of personal responsibility of the students for the performance of the external evaluations due to the linkage of the results of these evaluations in the financing and resources destined to the school unit, reinforced by some practices inside the school as the training and simulated tests. It was evidenced the existence of many practices of demand and blame of the teacher for the students performance, which generates the intensification of the teaching work. It is not offered pedagogical support and working conditions to the teachers meet the regulation requirements for results contributing to the precariousness of teaching work. There is a great appreciation of specialists’ knowledge rather than teachers' knowledge, promoting the social division of work inside the school, reducing the teacher to the role of a task performer. The data also brought elements to think about the influence and refutation of the processes of regulation on teacher’s autonomy, on the quality of education and on the processes of intensification and precariousness of teaching work as well as on the implementation of the Political Pedagogical Project of Rural Education in the schools. Finally, the research has pointed out that the regulation process of the work management of rural teachers is multiple and composite. Teachers seek to follow the guidelines of educational policies, but also construct their own mechanisms of regulation, redefining the institutional regulation considering the specificities, dynamics and reality of the students and the school, a phenomenon called, in that context, regulation among peers, resignifying the regulation at macro and meso level (MEC / SECs), and at micro level (the school). The form and intensity of regulation depends on how local management fosters these policies within the school. Although teachers construct spaces of resistance and strategies of resignification in the face of regulation of educational policies, their subjectivity is affected and co-opted making them assume the perspective of performativity and self-accountability in face of the regulation with focus on results, which has compromised the effectiveness of Rural Education within the investigated school. Thus, the research brings contributions to think how the Political Pedagogical Project can contrast the logic of these policies within the school from the management of a pedagogical work in which education transcends the perspective of knowledge-regulation for knowledgeemancipation and build pedagogical practices that respond by the Rural Education as a project and a society paradigm of working class of the rural area, which has as central presupposition a model of agricultural development that ensures the maintenance of the life and culture of the rural people, from the guarantee of fundamental rights such as land and a contextualized education. |
