Do projeto educativo da escola ao projeto de intervenção do Diretor: (Inter)dependências

Abstract

Nos contextos sociais, a realidade é atravessada pelas representações dos atores, pelas racionalidades dos contextos, pelas normas, formais ou informais, e pela cultura social que, assim, introduzem uma forte influência nas orientações, decisões e ações nos processos e nas estruturas organizacionais. Nas escolas, como organizações complexas que são, os discursos, falados ou escritos, e as decisões da política, como meio de legitimação institucional, nem sempre têm expressão na ação eficiente e eficaz da organização. As (inter)dependências e inconsistências entre dois dos documentos estratégicos da autonomia das escolas, o projeto educativo da escola e o projeto de intervenção do diretor, no seu (inter)relacionamento com os poderes e as competências dos órgãos de direção, administração e gestão, o conselho geral e o diretor, são o foco deste estudo. Estes dois polos orientadores de desenvolvimento/funcionamento da organização e a desocultação das suas inconsistências, a par da realidade praticada pelos atores educativos, inspira-nos no sentido de uma abordagem em termos das incongruências entre discursos, decisões e ações na perspetiva da hipocrisia organizada (Brunsson, 2006). Este estudo é um estudo de caso, sediado numa escola secundária do norte do país com contrato de autonomia e realizado no ano letivo 2015-2016, no qual nos propusemos investigar a situação descrita, adotando uma metodologia de índole qualitativa, usando para tal os métodos de análise de documentos e de conteúdo de entrevistas semiestruturadas que efetuámos aos atores organizacionais.

In social contexts, reality is dependent on the interplayers representations, by the rationalization of the contexts, by rules, formal or informal, and by socio-cultural values, which impose a strong influence on the orientation, decisions and actions taken within the structure of the organizations. In schools, as complex organizations, written and spoken statements, and their inherent political decisions, that govern legitimate institutional functioning, are not always translated into efficient and effective action into the organization’s function. The (inter)dependencies and inconsistencies found between two of the strategic documents governing the school’s autonomy, its educational project and respective director’s intervention plan, in their interrelation with the powers and competencies of directive, administrative and management organs, the general council and the competencies of the director, are the focus of this study. These two guidance poles in the development/functioning of the organization, the unravelling of its inconsistencies, together with the reality in practice by the educational players, inspires us to approach the inconsistencies between speeches, decisions and actions in the perspective of the organized hypocrisy (Brunsson, 2006). This is a case study, taking place in a high school with an autonomy contract in the north of the country, that was performed in the 2015-2016 school year, and in which we proposed to investigate the above-mentioned situation, adopting a qualitative methodological analysis, for which we used documental analysis methods together with semi-structured interviews with the organizational interplayers.
