Resumo(s): | A gestão da qualidade nas Instituições de Ensino Superior (IES) é um processo iminentemente social,
gestionário e normativo em que o papel dos stakeholders é fundamental. A presente investigação
debruça-se sobre a implementação dos Sistemas de Garantia da Qualidade (SGQ) no ensino superior e
analisa a participação de três grupos de stakeholders - os estudantes, os docentes e os gestores
internos do SGQ - e as consequências dessa participação para o SGQ.
No plano teórico, a investigação assenta na teoria institucional - legitimidade organizacional,
isomorfismo, hipocrisia organizacional, tight coupling e loose coupling. Adota, ainda, a teoria da
agência dos stakeholders, apresentando-os como fazedores do SGQ em contexto de constrangimentos
institucionais. Ela foca, fundamentalmente, as contradições entre as pressões institucionais e as
necessidades cotidianas dos stakeholders, entre a organização formal e a organização informal e entre
discursos, decisões e ações. No plano metodológico, adota a estratégia de estudo de caso, realizado
em uma universidade pública portuguesa. O estudo envolve diversas fontes secundárias (documentos
constituintes e performativos do SGQ) e primárias (docentes, estudantes e gestores do SGQ).
Os resultados obtidos permitem identificar as diferentes concepções da qualidade dos stakeholders e
como elas afetam a agência dos stakeholders nos processos de garantia da qualidade. Por um lado, é
ressaltada a importância da participação efetiva de docentes e estudantes para o bom funcionamento
do SGQ. Por outro lado, esses stakeholders apresentam uma visão crítica, associando-o mais a um
sistema burocrático do que a sistema de melhoria da qualidade, gerando contradições e consequências
não intencionadas. O resultado é a conformidade cerimonial com procedimentos formais internos
isomórficos, o surgimento de práticas informais loosely coupled e não isomórficas e a adoção da
hipocrisia organizacional como forma de manter a legitimidade organizacional e preservar os interesses
dos stakeholders. Consequentemente, a eficácia do SGQ como promotor da melhoria da qualidade é
prejudicada, tornando a perspectiva de docentes e estudantes sobre ele ainda mais negativa e
retroalimentando um círculo vicioso que impede que o SGQ atinja seu pleno potencial. Quality management in Higher Education Institutions (HEIs) is an imminently social, managerial and normative process in which the role of stakeholders is fundamental. This research focuses on the implementation of Quality Assurance Systems (QAS) in higher education and analyses the participation of three groups of stakeholders - students, lecturers and internal QAS managers - and the consequences of this participation for the QAS. From a theoretical perspective, the research is based on institutional theory - organisational legitimacy, isomorphism, organisational hypocrisy, tight coupling and loose coupling. It also adopts the theory of stakeholder agency, presenting them as makers of the QAS in a context of institutional constraints. It focuses fundamentally on the contradictions between institutional pressures and the everyday needs of stakeholders, between the formal organisation and the informal organisation and between discourses, decisions and actions. Methodologically, it adopts the case study strategy, carried out at a Portuguese public university. The study involves various secondary sources (QAS constituent and performative documents) and primary sources (lecturers, students and QAS managers). The results obtained make it possible to identify the stakeholders' different conceptions of quality and how they affect stakeholder agency in quality assurance processes. On the one hand, the importance of the effective participation of lecturers and students for the effective running of the QAS is emphasised. On the other hand, these stakeholders take a critical view regarding the QAS, associating it more with a bureaucratic system than a quality improvement system, generating contradictions and unintended consequences. The result is ceremonial compliance with formal procedures that are intra organisationally isomorphic, the emergence of loosely coupled and non-isomorphic informal practices and the adoption of organisational hypocrisy as a way of maintaining organisational legitimacy and preserving stakeholder interests. Consequently, the effectiveness of the QAS as a promoter of quality improvement is undermined, making the perspective of lecturers and students on it even more negative and feeding back into a vicious circle that prevents the QAS from reaching its full potential. |
