O contributo das Unidades Locais de Proteção Civil na proteção e defesa da floresta e aglomerados populacionais contra incêndios: o caso de estudo da Unidade Local de Proteção Civil de Agrela e Serafão (Fafe)

Abstract

A aposta na proteção civil, a diferentes escalas, é fundamental para a promoção da segurança das pessoas, dos bens e do ambiente. Esta atividade é tida como sendo transversal a toda a comunidade, munida de um caráter multi e interdisciplinar, onde o cidadão, individualmente e/ou coletivamente, desempenha um papel fundamental na sua comunidade, como organizador e construtor de territórios mais resilientes. Dissociar a defesa e proteção dos aglomerados populacionais da floresta, num contexto rural é de todo errado, pois são duas temáticas que se unem e que interagem reciprocamente. Com efeito, consideramos não ser possível efetuar um planeamento e ordenamento eficaz da floresta sem se ter em atenção as pessoas e as comunidades que ali moram, nem nunca será possível promover estratégias eficazes para a defesa e proteção de aglomerados populacionais sem se ter em consideração o espaço florestal, o espaço onde estes se inserem. Especialmente ao nível local, as particularidades de cada parcela do território ganham destaque e devem ser tidas em consideração quando planeamos e ordenamos o território. Neste sentido, aparecem as Unidades Locais de Proteção Civil (ULPC), integradas ao nível das freguesias, no contexto de todo um Sistema de Proteção Civil, que, até então, pouca relevância dava à escala local (freguesias). As ULPC revelam-se muito eficazes, quando integram elementos “conhecedores” do território onde intervêm, devendo ser consideradas como elementos chave neste sistema. Assim, as ULPC, assumem atualmente um papel preponderante no planeamento e gestão do território, uma vez que as freguesias são as estruturas administrativas mais próximas das comunidades e que mais eficazmente podem atuar, com ações preventivas e/ou reativas, que visem a minimização dos riscos ou a mitigação dos seus efeitos. Neste sentido, a criação de ULPC´s, nas freguesias, é um meio privilegiado para levar a cabo, ao nível local, as políticas nacionais de proteção civil.

This activity is considered transversal to the whole community, having a multi and interdisciplinary character, where citizens, individually and / or collectively, plays a fundamental role in their community, as organizer and builder of more resilient territories. Decoupling the defense and protection of the population from the defense and protection of the forest in a rural context is completely wrong, as they are two aspects that unite and interact with each other. In fact, we believe that effective forest planning and territorial planning cannot be done without paying attention to the people and communities that live there, and it will never be possible to promote effective strategies for the protection of settlements without considering forest space, the space where they are inserted. Especially at the local level, the particularities of each part of the territory are particularly relevant and must be taken into account when planning and ordering the territory. In this sense, the Local Civil Protection Units (ULPC), integrated at the parish level, appear in the context of a whole Civil Protection System, which until then had little relevance at the local level (parishes). These ULPCs are fundamental when they know the territory in which they operate and should be considered as key elements in this system. Thus, the ULPC currently plays a major role in the planning and management of the territory, since the parishes are the closest administrative structures to the communities and can most effectively act, with preventive and / or reactive actions, aimed at minimizing risks or mitigate their effects. In this sense, the creation of ULPC's in the parishes is a privileged means to carry out national civil protection policies at the local level.
