Resumo(s)A transformação nas relações internacionais no século XXI foi representada pelo surgimento de uma ordem multilateral marcada por incertezas, priorizando, deste modo, relações bilaterais positivas como ação mitigatória. Neste contexto, o Brasil tem procurado estabelecer parcerias estratégicas em linha com os seus objetivos históricos: o desenvolvimento nacional e a autonomia. A presente dissertação incidirá sobre as parcerias estratégicas estabelecidas pelo Brasil com a República Popular da China e a África do Sul. Serão analisadas as origens, o desenvolvimento e os objetivos dessas parcerias estratégicas no período entre 2003 e 2016, correspondente a um ciclo particular na política externa brasileira – que se caracterizou pelo desenvolvimento e o declínio da participação ativa brasileira na agenda global. A pesquisa dará ênfase aos dois mandatos compreendidos na ‘Era Lula’, período no qual existiu grande diversificação nas alianças brasileiras ao nível internacional; e que ficou marcado pela aproximação com países emergentes localizados no ‘Sul Global’. Também serão analisados os mandatos da ex-Presidente Dilma Rousseff com o objetivo de caracterizar e sistematizar as prioridades da diplomacia brasileira sob a influência do Partido dos Trabalhadores. Sob a ótica do quadro teórico do Institucionalismo Pragmático concluir-se-á que durante o período em análise a natureza da política externa brasileira oscilou entre uma postura hobbesiana e uma postura de tipo grotiano. Apesar de ambas as parcerias estratégicas terem por objetivo principal a busca pela autonomia brasileira no palco internacional, o grau de institucionalização das mesmas é distinto. Ao passo que a parceria estratégica com a China foi fundamentalmente estruturada no viés econômico, no caso da África do Sul, é essencialmente baseada no discurso político e no apoio mútuo internacional com baixa institucionalização.
The transformation in international relations in the 21st century was represented by the emergence of a multilateral order marked by uncertainties, thus prioritizing positive bilateral relations as a mitigating action. In this context, Brazil has sought to establish strategic partnerships aligned with its historical objectives: national development and autonomy. This dissertation will focus on the strategic partnerships established between Brazil and the People's Republic of China, and South Africa. The origins, period of development and objectives of these strategic partnerships, between 2003 and 2016, will be analyzed in this work, which correspond to an exceptional cycle in Brazilian foreign policy characterized by the development and decline of active Brazilian participation in the global agenda. The research will emphasize the two presidential terms during the ‘Lula Era’, a period in which there was a great diversification in Brazilian alliances at the international level, and it was marked by the approximation of emerging countries located in the 'Global South'. The presidential mandates of former President Dilma Rousseff will also be included in this analysis to characterize and systematize the priorities of Brazilian diplomacy under the influence of the Workers' Party. Through the lens of the theoretical frame of the Pragmatic Institutionalism, it leads to the conclusion that the nature of Brazilian foreign policy oscillated between a Hobbesian stance and a Grotian stance. Although both analyzed strategic partnerships have as their main objective the pursuit of Brazil’s autonomy on the international stage, their degree of institutionalization is distinct. Therefore, the strategic partnership with China is fundamentally structured in the economic bias and, in the case of South Africa, is essentially based on a political discourse and international support with low institutionalization.
