dc.description.abstract | A definição de currículo é um exercício contínuo, cuja tentativa de delimitação é eminentemente anacrónica, fruto da constante tensão e construção partilhada pelos diversos sujeitos (individuais e coletivos) na arena (Pinar, Reynolds, Slattery, & Taubman, 2008). A investigação realizada pretende contribuir para a compreensão da realidade contemporânea das questões curriculares na educação pré-escolar, em Portugal, particularmente, no que concerne às influências do sistema de Avaliação Externa das Escolas (AEE) nas práticas curriculares dos educadores de infância. O modelo de AEE caminha para o início do seu terceiro ciclo de implementação e foi estabelecido pela publicação da Lei n.º 31/2002, de 20 de dezembro, que estabeleceu o Sistema de Avaliação da Educação e do Ensino Não Superior, abrangendo a educação pré-escolar e os ensinos básico e secundário. A transposição da Lei para as escolas implica a geração de efeitos nas práticas dos atores educativos (Ehren & Visscher, 2006; Pacheco, Seabra, Morgado, & Hattum-Janssen, 2014), nomeadamente, nas suas decisões curriculares. A própria Lei emerge de um contexto de influências externas, pelo que o texto legislativo, enquanto política educativa nacional, se constitui como um processo de refração (Goodson & Rudd, 2012) dos discursos transnacionacionais. A AEE é, assim, um dos mecanismos através do qual as políticas de accountability, associadas às perspetivas neoliberais e agendas de organizações de desenvolvimento económico transnacionais, exercem as suas forças nos contextos escolares. O presente estudo baseia-se em quatro artigos científicos, complementados por dados empíricos decorrentes da análise de inquéritos por questionário, entrevistas e documentos internacionais e nacionais. Utilizam-se diferentes orientações metodológicas, envolvendo a combinação de instrumentos de recolha e análise de dados, enquadradas nas vertentes qualitativas e quantitativas, procurando-se aumentar a fiabilidade dos resultados com base na triangulação de dados (Pacheco, 2006; Creswell & Clark, 2007). De acordo com os dados recolhidos, o contributo da AEE para as questões curriculares na educação pré-escolar passa pela capacidade de adaptação deste sistema, quer aos diversos contextos educativos, quer às especificidades da educação de infância. A autoavaliação em articulação com a AEE é um elemento potenciador da centralização das prioridades da AEE nas decisões curriculares, em particular na construção flexível do currículo e na articulação curricular entre a educação pré-escolar e os restantes níveis de ensino, colocando a valorização da educação pré-escolar na agenda de melhoria do sistema educativo. | por |
dc.description.abstract | The definition of curriculum is a continuous exercise, whose delimitation is eminently anachronistic, resulting of the constant tension and construction shared by the various subjects (individual and collective) in the arena (Pinar, Reynolds, Slattery, & Taubman, 2008). The general aim of this research is to contribute to the understanding of the contemporary reality of curricular issues in early childhood education in Portugal, particularly regarding the influences of the Schools’ External Evaluation (AEE) system on the curricular practices of the early childhood educators. The AEE model is at the beginning of its third cycle of implementation and was established by the publication of the publication of the Law no. 31/2002, of December 20, which defines the System of Evaluation of Education and Non-Higher Education, covering early childhood education, basic and secondary education. The transposition of the Law into schools implies the generation of effects on the practices of educational actors (Ehren & Visscher, 2006; Pacheco, Seabra, Morgado, & Hattum-Janssen, 2014), especially in their curricular decisions. The Law itself emerges from a context of external influences, so the legislative text as a national educational policy constitutes a process of refraction (Goodson & Rudd, 2012) of the transnational discourses. AEE is thus one of the mechanisms through which accountability policies coupled with the neoliberal perspectives and the agendas of transnational economic development organizations exert their strengths in schools’ contexts. The present study is based on four scientific articles complemented by empirical data derived from the analysis of questionnaires, interviews and international and national documents. Different methodological orientations are used involving the combination of data collection and analysis instruments, based on qualitative and quantitative aspects, in order to increase the reliability of the results through the triangulation of data (Pacheco, 2006; Creswell & Clark, 2007). According to the data collected, the contribution of AEE to curricular issues in early childhood education depends on the adaptability of this system, both to the different educational contexts and to the specificities of early childhood education. Self-evaluation in articulation with the AEE is an element that enhances the centering of AEE priorities in the curricular decisions, in particular by the flexible construction of the curriculum and the curricular articulation between early childhood education and other schools levels, placing the value of early childhood education in the agenda of the education system improvement. | por |
