Resumo(s): | Da construção de estradas a aumentos dos salários dos funcionários públicos, passando por
reduções nos impostos no período que antecede as eleições, as manipulações orçamentais em
anos eleitorais são um fenómeno observado em diversas nações, estados e municípios em todo
o mundo. Muitos políticos acreditam que ao aumentarem as despesas no ano das eleições e
durante o mandato, conseguirão aumentar as suas chances de obter um novo mandato.
A Lei de Responsabilidade Fiscal (LRF) foi aprovada com o intuito de instituir controlos
sobre a condução da política orçamental nos três níveis de governo do Brasil. Esta tese
investiga o impacto da aprovação e entrada em vigor da LRF sobre a condução da política
orçamental nos estados Brasileiros, tanto durante o mandato como um todo, quanto durante
somente o ano eleitoral. Foram analisadas as 27 unidades da Federação Brasileira, entre 1981
e 2015, e constatou-se que a LRF teve influência sobre os níveis de despesas e de receitas,
assim como sobre o saldo orçamental. Ao analisar o impacto da LRF sobre o oportunismo,
contatou-se que esta contribuiu para a redução do mesmo.
Outro ponto estudado nesta tese é a possibilidade das características pessoais dos incumbentes
(o género, a ideologia, a formação superior, a impossibilidade de buscar a reeleição e o
alinhamento político do prefeito com os níveis superiores de governo) influenciarem a
condução da política orçamental. Os resultados empíricos indicam que a ideologia, o género,
a impossibilidade de buscar a reeleição e o alinhamento político com o presidente da
República têm impacto nos níveis de despesa e/ou na composição da mesma.
Pelzman (1992) foi um dos pioneiros a avaliar se o comportamento oportunista, eleva ou não
as chances de reeleição. Nesta tese, é analisado se os níveis e composição da despesa
influenciam a possibilidade de um prefeito brasileiro obter um segundo mandato consecutivo
à frente do poder executivo local. Ao estudar o período de 2001 a 2016, contatou-se que os
eleitores brasileiros premeiam os prefeitos que mais despendem, assim como os que
apresentam maiores níveis de despesas de capital e da sua principal componente, os
investimentos, tanto durante o ano eleitoral, como durante todo o mandato. Adicionalmente,
os prefeitos que mais desviam os gastos com pessoal no ano com votação face à média do
mandato, também veem suas chances de reeleição elevadas. Evidenciou-se, também, que os
cidadãos das cinco regiões brasileiras, reagem de maneira diferente à política orçamental
adotada quando decidem se reelegem ou não os incumbentes. From road construction to increases in public workers' salaries, through tax cuts before elections, budget manipulations in election years are a phenomenon observed in many nations, states, and municipalities around the world. Many politicians believe that by raising spending in the election year and during the term, they will increase their chances of reelection. The Fiscal Responsibility Law (LRF) was approved with the purpose of establishing fiscal policy rules to the three levels of government of Brazil. This thesis investigates the impact of the approval and entry into force of the FRL on the conduct of fiscal policy in the Brazilian states, both during the whole term, and electoral years in particular. We analyzed the 27 states of the Brazilian Federation, between 1981 and 2015, and results indicate that the LRF influenced the expenditure and revenue level, as well as the budget balance. When analyzing the impact of the LRF on opportunism, we concluded that it contributed to its reduction. Another topic studied in this thesis is the possibility that certain personal characteristics of the incumbents (gender, ideology, higher education, the impossibility of seeking re-election, political alignment of the mayor with higher levels of government) may influence the fiscal policy. The empirical results indicate that ideology, gender, the impossibility of seeking reelection and political alignment with the president of the Republic have an impact on the levels of expenditure and / or the composition of the expenditure. Pelzman (1992) was one of the first to assess whether opportunistic behavior raises reelection chances. In this thesis, it is analyzed whether the levels and composition of expenditure influence the probability of a Brazilian mayor being re-elected for a second consecutive term. The results indicate that Brazilian voters reward the mayors who spend more, as well those with the highest levels of capital expenditures, and of its main component, investment, both during the electoral year and the whole term. Furthermore, mayors who increase personnel expenditures in the election year relative to the average expenditure term, also saw their chances of re-election increase. There is also evidence that citizens from the five Brazilian regions react differently to the fiscal policy adopted when deciding to re-elect an incumbent or not. |
