Resumo(s)O Rendimento Mínimo Garantido (RMG) inaugura, em 1996, o sistema universal de mínimos sociais em Portugal, tornando-se um instrumento essencial de políticas inclusivas e um pilar do Estado democrático. Designada hoje Rendimento Social de Inserção (RSI), a medida mantém relevância na resposta aos problemas sociais (pobreza, exclusão social, desemprego), com êxito na redução das desigualdades mais imediatas, graves e intensas (Batista & Cabrita, 2009). A inclusão como caminho para a autonomização é fomentada pelo Contrato de Inserção, que contempla as ações desenvolvidas pelos beneficiários, mediante as suas expectativas, capacidades e necessidades (GTADS, 2000). A transformação da sociedade tornou a precariedade no emprego e o desemprego transversais às classes sociais (Diogo, 2010), desencadeando o recurso a esta prestação de indivíduos sem background familiar de recurso a prestações do Estado, do subsistema de solidariedade. O reconhecimento da aprendizagem alicerçada na experiência dos envolvidos (Rodrigues, 1997) e a ausência, tanto quanto foi possível apurar, de pesquisas que incidem sobre ex-beneficiários RSI (Matos, 2012), motivou o desenvolvimento deste projeto. Visa abordar o seu percurso e a experiência enquanto beneficiários, as suas representações sociais sobre a medida e sobre o seu impacto para a autonomização que alcançaram. Pretende-se, em última instância, identificar os fatores determinantes da autonomização destes exbeneficiários. Esta dissertação foi desenvolvida com recurso a métodos e técnicas qualitativas: análise documental, entrevistas semiestruturadas e análise de conteúdo destas últimas. As entrevistas incidiram sobre 30 exbeneficiários RSI, residentes em 8 localidades do concelho de Vila Nova de Famalicão. A dimensão da amostra de entrevistados foi ditada por critérios de saturação da informação. Afere-se desta pesquisa que o RSI é percecionado como almofada na situação de privação e não como alavanca para a autonomização e mudança de vida. Os ex-beneficiários distinguem a autonomização da medida, da efetiva inserção social e mudança de vida. Conclui-se ainda que a pertença a grupos sociais com habitus de vida autónomos e a preservação dos laços sociais estimulam a autonomização da medida. A condição de beneficiários, determinada pela exclusão do mercado de trabalho, não condiciona pois as expectativas de mudança e de autonomização destes indivíduos.
In 1996, the Minimum Guaranteed Income (RMG) established the universal system of social minimums in Portugal, becoming an essential means of inclusive policies and a basis of the democratic State. Today, called Social Insertion Income (RSI), this measure maintains its relevance in responding to social problems (poverty, social exclusion, unemployment), successfully reducing the most immediate, severe and intense inequalities (Batista & Cabrita, 2009). Inclusion as a way to autonomization is encouraged by the Insertion Contract, which states the actions to be taken by the IRS beneficiaries. These are based on their expectations, abilities and needs (GTADS, 2000). The transformation of society has made precarious employment and unemployment transverse to all social classes (Diogo, 2010), leading a new group of individuals to apply for social benefits – the ones whose family background had never relied on them and the solidarity system. The recognition of the learning process based on the experience of those involved (Rodrigues, 1997) and the absence, as far as it was possible to check, of research that focuses on former RSI beneficiaries (Matos, 2012), has motivated the development of this project. It aims to study their experience as beneficiaries, their social representations about such a measure and its impact on the autonomization they have achieved. Ultimately, it is intended to identify the determinants of the autonomization of these former RSI beneficiaries. This work was developed using qualitative methods and techniques: documentary analysis, semistructured interviews and content analysis of the latter. The interviews have focused on 30 former RSI beneficiaries, living in 8 different locations of Vila Nova de Famalicão. The sample size of interviewees was determined by information saturation criteria. It is pointed out from this research that the RSI is regarded as a safety budget in the situation of deprivation and not as a way to autonomization and change of life. The former beneficiaries distinguish the autonomization of the measure from the effective social insertion and change of life. It is also concluded that belonging to social groups with autonomous life habits and the preservation of social bonds stimulate the autonomization of this measure. The condition of being RSI beneficiaries, which was determined by the exclusion of the labor market, does not therefore affect the expectations of change and autonomization of these individuals.
