A mediação intercultural na inclusão de migrantes no concelho de Braga

Abstract

Com a crescente mobilidade dos fluxos migratórios, a emergência do trabalho na área da migração anunciava-se cada vez mais premente. Desta forma, a intervenção neste âmbito era pertinente e, para isso, era necessário melhorar e renovar as práticas que até então se afirmavam como únicas e exclusivas. A prática da Mediação declarou-se neste campo a abordagem adequada e a prática significativa para a coesão social. Com este projeto, procurámos estudar as práticas, as oportunidades, os constrangimentos, os pontos fracos e fortes da práxis enraizada no contexto da migração, potenciando a reflexão na emergência de novas práticas. Assim, a Mediação Intercultural foi a vertente da Mediação privilegiada para intervenção no âmbito multicultural. Considerámos que por meio da mediação alcançávamos a interculturalidade numa sociedade cada vez mais multicultural. Projetámos uma intervenção centrada na Mediação Intercultural evidenciando-se com um foco de ação na promoção da convivência intercultural entre pessoas de diversas culturas, migrantes e autóctones, no concelho de Braga. Assim, o presente trabalho norteia-se de acordo com os principais objetivos: promover, através da Mediação, a coesão social dos migrantes; a autonomização dos migrantes e a sua participação social; e a comunicação entre os diversos protagonistas da comunidade local: serviços públicos e privados, profissionais e cidadãos migrantes e autóctones. O projeto de investigação adotou a metodologia de tipo qualitativo norteando a sua construção num modelo de investigação-ação incidindo num paradigma construtivista que se traduz, grosso modo, na facilitação da aprendizagem, sendo o indivíduo ator do seu próprio conhecimento, promovendo a transformação, reflexão e potencialização das condutas. No que concerne ao impacto do projeto, os resultados obtidos e analisados indicam-nos um efeito positivo nos intervenientes diretos revelando a satisfação e o proveito para a práxis quotidiana destes atores. O presente relatório narra todo o trilho percorrido ao longo de nove meses de investigação-intervenção realizada numa autarquia local com intervenção no âmbito do Plano de Desenvolvimento Social, com particular incidência no Plano Municipal para a Integração de Imigrantes.

With the growing mobility of the migrant flow came the urgency and inevitable need to work this area. In this way, the intervention in this context was imperious and, therefore, it was necessary to improve and renew the practices that were, until then, known as unique and exclusive. The practice of Mediation was, therefore, declared the most adequate and significant approach for social cohesion. With this project, we tried to study the practices, the opportunities, the constraints, the weaknesses and strengths of the praxis enrooted in the migration context, highlighting the reflection in the urgency of new practices. In this way, the intercultural Mediation was the privileged aspect of the Mediation for the intervention in the multicultural field. We considered that through the Mediation we would reach the interculturalism in a society which has become more multicultural. We projected an intervention centered in the intercultural Mediation, focusing the interaction between people of different cultures, migrants and natives in the city of Braga. So, the present report is focused on these main goals: promote, through Mediation, social cohesion of the migrants; the automation of the migrants and their social role; the communication between the several interveners of the local community: public and private services, professionals and, migrant citizens and natives. The investigation project adopted the mythology in a qualitative aspect which focused on the construction of an investigation-action modal centered on a constructive paradigm which can roughly be translated, on making learning easier, with the individual as an actor of his own knowledge allowing for transformation, reflection and enhancement of conducts. Referring to the impact of this project, the obtained and analyzed results indicate a positive effect on the direct interveners reflecting the satisfaction and advantage for the daily praxis of these actors. The present report shows the path followed throughout the nine months of investigation-intervention which took place in a local authority with intervention of the Social Development Plan, with particular incidence of the Municipal Plan for the Integration of Immigrants.
