O Protocolo Autárquico e os novos sinais de modernidade

Abstract

Com a globalização e a evolução das novas tecnologias na sociedade contemporânea, temos assistido a algumas alterações comportamentais dos principais atores políticos, mais atentos às questões da comunicação e, simultaneamente, a um novo saber estar na vida política. O protocolo, enquanto instrumento de comunicação, tem sido reconhecido como um elemento fulcral no reforço da imagem de uma instituição. As autarquias, enquanto organização territorial, têm vindo a desenvolver as suas capacidades de projetar a sua cultura, identidade e imagem, baseada na aplicação de normas ou usos e costumes. É, pois, importante conhecer todos os elementos que envolvem a prática diária de uma autarquia, para depois as poder comunicar, quer através dos símbolos e representações institucionais, quer através de novas formas de comunicação verbal, escrita e visual. Neste âmbito, as autarquias devem organizar-se para conhecer todas as regras protocolares que orientam a prática do Protocolo Autárquico, desde a legislação existente sobre o protocolo oficial, como a implementação de alguma regulamentação interna municipal criada para responder a determinados momentos, tendo também em conta os regulamentos e costumes das instituições com quem o município lida no seu espaço territorial. Com este estudo, pretendemos confirmar que o protocolo não é um instrumento estático, mas dinâmico, sobretudo quando aplicado às novas tendências sociais e ao desenvolvimento tecnológico. Com a força que as novas tecnologias introduziram na sociedade, e o respetivo mediatismo, é imperativo criar uma imagem forte e organizada do município, que reúna todos os elementos protocolares num documento de organização protocolar municipal, e que regule e dite diretrizes de apoio ao profissional de protocolo no Município. Através de um estudo de caso aplicado no Município de Braga, pretendemos organizar os princípios gerais de protocolo que devem ser aplicados à atividade diária, através da identificação dos símbolos, atos e eventos mais relevantes, bem como propor metodologias de apoio à prática protocolar do município.

In a globalized world and with the important presence and evolution of the new technologies in the contemporary society, we´ve been witnessing some important behavioral changes among the political actors, more and more attentive to communication issues and simultaneously some changes in their political behavior and practices. The protocol as a communication tool has been recognized as a key element in improving the image of an institution. The city councils as political representatives of a territory, have been developing their ability to project their culture, identity and image, based on the application of a set of rules, customs and traditions. Therefore i tis very important to know all the elements that involve the daily practice of a municipality in order to communicate their activities, both whether through the symbols and institutional representations, and through new means of verbal, written and visual communication. In this context, the municipalities should organize themselves to meet all protocol rules that guide the practice of the local government protocol, attending to the existing legislation of the official protocol, the implementation of some municipal internal rules designed to organize some activities, and also taking into consideration the regulations and customs of the institutions with whom the municipality deals. With this study we intend to confirm that the protocol is not a static instrument, but dynamic, especially when applied to new social trends and technological development With the increase importance of new technologies and the media in our society, it’s highly demanding the creation of a strong and organized image of the municipality, based in a single document that gathers all the protocol elements. Our aim is to create and organize all the protocol principles that will guide the practice of the technician in charge of the protocol presenting the case study of the City Council of Braga. We intend to organize all the basic principles of the municipal protocol that should be attended during the daily activity of the city council, trough the identification of the most important symbols, acts and events, and to propose some methodologies to support the protocol activity of the municipality.
