Situação das tecnologias na gestão da educação em fase de intervenção do plano tecnológico para a educação : um projecto piloto na observação da situação de 5 escolas secundárias na cidade do Porto

Abstract

Este trabalho tem por base a implementação do Plano Tecnológico para a educação nas escolas, o qual está ainda numa fase incipiente (passagem da fase de implementação para o terreno). Há um ciclo de vivência na escola em Portugal, que termina com a implementação do PTE. Este ciclo, em que cada escola dispõe da sua própria solução para as tecnologias, concebidas com recursos próprios (financeiros, tecnológicos, humanos e outros), é gerador de assimetrias. Este trabalho pretende clarificar a existência destas assimetrias. Mostrar as condições existentes na generalidade, e das práticas das 5 escolas observadas na sua componente pedagógica, na sua administrativa. Em simultâneo, deseja-se visualizar práticas existentes de parceiros globais que se encontram mais avançados no processo de introdução de mais e melhor tecnologia na educação. Com base em tudo isto, no final, este trabalho proporciona recomendações de acompanhamento ao processo de implementação do PTE nas escolas em Portugal. Foca as conclusões nas transformações que estão acontecer, com a chegada da era da informação e do conhecimento à escola. Este trabalho termina com a identificação de áreas de trabalho, para outras equipes que se queiram debruçar sobre a temática, das tecnologias na gestão da educação. Sem fundamentalismos, sem exclusões, dando continuidade ao que sempre se fez e faz nas escolas. Ensinar e Aprender.

This dissertation aims at describing the implementation of Technological Plan in Portuguese schools which is still in its early phases (in between the implementation and the transposing onto the field). The lifecycle of the Portuguese Educational reform, ending with the effective implementation of the PTE (Technological Plan for Education) and providing each school with their own technological resources designed with their own resources (financial, technological, human and others), creates deep asymmetries. We will attempt to prove the existence of these asymmetries as well as to identify them by looking into the general working conditions and pedagogical and administrative practices found in the 5 schools observed in our case study. At the same time, we wish to benchmark these with the best practices found in European countries which are further ahead in the process of introducing more and better technology in education. Based on this information, we present some recommendations in order to follow-up the PTE implementation at the end this dissertation. In the conclusion, we also focus on the transformation occurring with the arrival of information and communication technologies to schools. We conclude by identifying further areas of research which could be of interest for other research teams who might want to look into technology issues in the management of education systems. Without any biases, or exclusions, we aim at continuing what people have always done and will always do in schools: Teaching and Learning.
