Resumo: This article describes the process and results of providing data from the members of the Portuguese Parliament interest registers and the Public Procurement database as Linked Open Data. The organizations mentioned in both link the two resources. The two resources are linked by the organizations mentioned in both.
This article focuses on two areas: design and implementation. The first depicts the process of designing an application profile, structuring and describing the data, and creating shapes in ShEx for validation. Both existing and new properties, classes, and controlled vocabularies are used to describe the data in triples. During implementation, OpenRefine is used to clean and uniformize data, reconcile values into links, map triples from tabular to RDF, and export in RDF Turtle. The exported data is validated against the defined ShEx shapes, published in a Triplestore, and queried with SPARQL. The queries are used to showcase the difference between the sourced data and the resulting linked dataset.
This article describes every step of the implementation and provides a global vision of how to create Linked Open Data from structured and unstructured sources. These descriptions are particularly useful for researchers and professionals aiming to develop a similar project.

Resumo: La Ciencia Abierta se abre paso poco a poco en el seno de las instituciones de educación superior. Aspira a conseguir que los resultados de las investigaciones científicas sean accesibles, reutilizables y transparentes. Para ello, es especialmente importante el acceso abierto a los datos de investigación. En este trabajo se analiza cómo se está llevando a cabo el depósito de los conjuntos de datos en las universidades públicas españolas, su nivel de implementación, qué plataformas se están implementando y conocer si se está orientando y apoyando a los investigadores en esta tarea. Los resultados obtenidos muestran una realidad diversa e incipiente. Por un lado, están dos consorcios regionales de universidades (Cataluña y Madrid) que han apostado claramente por la gestión de los conjuntos de datos de investigación. En el otro, aparece un modelo estándar de depósito de esta información como si de colecciones de un repositorio institucional se tratara. Las universidades con más conjuntos de datos publicados pertenecen a uno de los consorcios, implementan un software más avanzado y son un modelo a considerar por las otras instituciones, especialmente aquellas que apenas han publicado unos pocos conjuntos de datos. El apoyo de las administraciones regionales es también un factor a considerar y una oportunidad para las comunidades con varias universidades.; Open Science is gradually making its way into the heart of higher education institutions. This paradigm shift
aims to make the results of scientific research accessible and reusable by other researchers. In this regard,
open access to research data is particularly important, in order to facilitate their reuse and increase their level
of transparency. Our paper aims to analyse how the deposit of these datasets is being carried out in Spanish public universities, their level of implementation, which platforms are being implemented and whether
researchers are being guided and supported in this task. The results obtained show a diverse and incipient
reality. On the one hand, there are two regional consortia of universities (Catalonia and Madrid) that are
clearly committed to the management of research datasets. On the other hand, there is a standard model
for depositing this information as if they were collections in an institutional repository. Universities with
more published datasets belong to one of the consortia, implement more advanced software and are a
model to be considered by the others, especially those that have only published a few datasets. Support from
regional administrations is also a factor to consider and an opportunity for communities with several universities.

Resumo: Technical reports may be elaborated to serve multiple objectives and they constitute important sources of information for researchers and organizations. However their discovery and retrieval may be compromised due to particular characteristics related to the way they are described. A metadata application profile is recognized for providing increased interoperability and semantics between information systems, favouring discovery. In this article we report on the process of developing an application profile for technical reports and present the respective profile. This application profile includes elements from metadata vocabularies already consolidated in the context of scholarly publication and also elements from a specific metadata vocabulary developed within the scope of this work, techrap. The final product of this study are the constraints matrices with 7 classes and 89 properties. The results of this work are useful for metadata librarians and managers of online digital respositories.

Resumo: Although governments publish large amounts of open data, their use by the public sector is still in its infancy. Therefore, this study aims to gain insights into promoted benefits and factors that hinder (barriers), facilitate (enablers), and propel (drivers) Open Government Data (OGD) use and reuse by the public sector. A systematic literature review of 38 publications resulted in an overview of these factors. Findings suggest that OGD use benefits are increased transparency and the development of new/improved processes, products, and services. Moreover, open data institutionalization and pressure from external stakeholders drive the use. However, data issues and the lack of supporting open data organizational structure, capacity, and skills hinder OGD use. While the existence of open data policy and laws, motivated leadership, and open data infrastructure enable it. Thus, if OGD use is to reach maturity, administrations need to create the means to institutionalize open data.

Resumo: Introdução: no contexto Big Data, surge, como necessidade urgente, a aplicação de direitos individuais e empresariais e de normas regulatórias que resguardem a privacidade, a imparcialidade, a precisão e a transparência. Nesse cenário, a Responsible Data Science desponta como uma iniciativa que tem como base as diretrizes FACT, que correspondem à adoção de quatro princípios: imparcialidade, precisão, confidencialidade e transparência. Objetivo: abordar alternativas que podem assegurar a aplicação das diretrizes FACT. Metodologia: foi desenvolvida investigação exploratória e descritiva com abordagem qualitativa. Foram realizadas pesquisas nas bases de dados bibliográficas Web of Science, Scopus e pelo motor de busca Scholar Google com a utilização dos termos “Responsible Data Science”, “Fairness, Accuracy, Confidentiality, Transparency + Data Science”, FACT e FAT relacionados com Data Science. Resultados: a Responsible Data Science desponta como uma iniciativa que tem como base as diretrizes FACT, que correspondem à adoção dos princípios: imparcialidade, precisão, confidencialidade e transparência. Para a implementação dessas diretrizes, deve-se considerar o uso de técnicas e abordagens que estão sendo desenvolvidas pela Green Data Science. Conclusões: concluiu-se que a Green Data Science e as diretrizes FACT contribuem significativamente para a salvaguarda dos direitos individuais, não sendo necessário recorrer a medidas que impeçam o acesso e a reutilização de dados. Os desafios para implementar as diretrizes FACT requerem estudos, condição sine qua non para que as ferramentas para análise e disseminação dos dados sejam desenvolvidas ainda na fase de concepção de metodologias.; Introduction: In the Big Data context, as an urgent need arises the application of individual and corporate rights and regulatory standards that safeguard privacy, impartiality, accuracy and transparency. In this scenario, Responsible Data Science emerges as an initiative based on the FACT guidelines, which correspond to the adoption of four principles: impartiality, accuracy, confidentiality and transparency. Objective: To address alternatives that can ensure the application of the FACT guidelines. Methodology: An exploratory and descriptive research with a qualitative approach was developed. Searches were performed on the Web of Science, Scopus, and Scholar Google search engines using Responsible Data Science, Fairness, Accuracy, Confidentiality, Transparency Data Science, FACT, and FAT related to Data Science. Results: Responsible Data Science emerges as an initiative based on the FACT guidelines, which correspond to the adoption of the principles: impartiality, accuracy, confidentiality and transparency. In implementing these guidelines, consideration should be given to the use of techniques and approaches being developed by Green Data Science. Conclusions: It is concluded that Green Data Science and the FACT guidelines contribute significantly to safeguarding individual rights and that no measures need to be taken to prevent access and reuse of data. Challenges for implementing the FACT guidelines require studies, sine qua non conditions for tools for data analysis and dissemination to be developed at the design stage of methodologies.; Introducción: en el contexto de Big Data, como una necesidad urgente surge la aplicación de los derechos individuales y corporativos y las normas reguladoras que salvaguardan la privacidad, imparcialidad, precisión y transparencia. En este escenario, Responsible Data Science surge como una iniciativa basada en las pautas de FACT, que corresponden a la adopción de cuatro principios: imparcialidad, precisión, confidencialidad y transparencia. Objetivo: abordar alternativas que puedan garantizar la aplicación de las pautas de FACT. Metodología: se desarrolló una investigación exploratoria y descriptiva con un enfoque cualitativo. Resultados: Responsible Data Science surge como una iniciativa basada en los lineamientos de FACT, que corresponden a la adopción de los principios: imparcialidad, precisión, confidencialidad y transparencia. Al implementar estas pautas, se debe considerar el uso de técnicas y enfoques desarrollados por Green Data Science. Conclusiones: Se concluye que Green Data Science y las pautas FACT contribuyen significativamente a salvaguardar los derechos individuales y que no es necesario tomar medidas para evitar el acceso y la reutilización de datos. Los desafíos para implementar las pautas FACT requieren estudios, condiciones sine qua non para desarrollar herramientas para el análisis y la difusión de datos en la etapa de diseño de las metodologias.
